UNOPS Myanmar is one of UNOPS’ leading offices in Asia, acting as the fund manager for some of the largest development programmes in the country. In addition, UNOPS is the Principal Recipient for the Global Fund in Myanmar and for the Global Fund’s regional artemisinin-resistance initiative towards the elimination of Malaria, which works to accelerate progress toward malaria elimination in the Greater Mekong sub-region.
UNOPS provides procurement, infrastructure, and project management services to a wide range of organizations in the country, including international development partners, other UN agencies and INGOs. UNOPS plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency, and cost-effectiveness.
Background Information – Job-specific
The Access to Health Fund (2024-2028) is the fourth round of multi-donor financing for health in Myanmar, building on the work of the Three Diseases Fund (2007-2012), the 3MDG Fund (2013-2018) and the first phase of the Access to Health Fund (2019-2023). The Fund aims to improve health outcomes for vulnerable populations in conflict-affected areas of Myanmar. The Fund works with local and international partner organizations and other key stakeholders to increase people’s access to health services (maternal, newborn and child health, sexual and reproductive health and rights, combating HIV and AIDS, tuberculosis and malaria) and to strengthen health systems.
Global health indicators show that there are significant differences in health outcomes depending on where an individual is born, lives and works. Health is influenced by gender, age, social identity, class, ethnicity, sexual orientation, cultural norms, disability, education, economics and politics. Therefore, one key aim of the Access to Health Fund is to improve health outcomes by addressing the social factor limiting access to health services. To do this, it is needed to use the skills, strengths and knowledge of communities to the fullest extent possible.
The Access to Health Fund is supported by the United Kingdom, Sweden, the United States, Switzerland, Canada, Australia and Norway. Takeda, a private donor also provides a dedicated fund to Access to Health with a similar vision of reaching essential health services to marginalized and vulnerable populations in conflict-affected and hard-to-reach areas and for health system improvement in Myanmar.
Under the overall guidance of the M&E Senior Manager, and the direct supervision of the M&E Speicalist, the M&E Senior Officer is responsible for the management of Access to Health Fund grants during the 2024-2028 strategic period. Implementing partners include international and national non-government organisations, civil society organisations (CSOs), community-based organisations (CBOs), United Nations agencies, and private sector organisations, as well as academic and research institutions.

Under the overall supervision of the Monitoring & Evaluation Senior Manager and under the direct supervision of the Monitoring and Evaluation Specialist(s) in assigned regions and thematic areas, the incumbent of the post will carry out the following duties and responsibilities:
Reporting System Development and Operationalisation
Provide technical inputs into the design and implementation of the Fund’s monitoring and evaluation system, policies, tools, processes
Develop and/ or modify indicators, operational definitions and guidance notes in conformity to changing Access’s response, including public health interventions, thematic diseases and COVID-19 and emergency responses
With Program Managers/ Senior Officers, develop implementing partner (IP) M&E activities, targets, budgets and log frames.
Foster internal coordination, planning and learning by organizing learning and planning sessions, documenting best practices and supporting internal programme linkages and planning processes.
Ensure System Quality and Consistency
Act as a focal technical person to organize/ provide training and sharing sessions on reporting to implementing partners engaged under the assigned projects
Contribute M&E expertise to the assigned team for regular coordination with stakeholders for project townships.
Monitor and analyse IP performance and propose any initiative that may be necessary, including termination of, or adjustments to actions to ensure compliance with the Fund’s policy and priorities.
Promote System Use
Review/ clearance of technical and financial reports of IPs, focusing on data quality and M&E activity implementation.
Oversee data collection, data entry and analysis processes to measure progress and achievements according to the M&E plan.
Knowledge Management
Conduct regular field visits and Routine Data Quality Assessments (RDQA) to ensure that reported data is accurate and in line with ACCESS and national standard indicators, planning and budgeting tools, partner log frames and the overall ACCESS Log Frame.
Ensure RDQA data are analysed and ensure effective feedback and follow up is provided.
Provide on-site coaching to project staff and project partners regarding data collection, accuracy and analysis to ensure RDQA action plans are implemented.
Contribute to the application and maintenance of databases of all ACCESS funded projects.
Lead the development and maintenance of databases of the assigned projects.
Build capacity of local counterparts in community-level monitoring and evaluation efforts.
Assess quantitative and qualitative data collection and analysis tools, techniques and approaches, IP evaluation budgets and work plans;
Organize meetings, workshops and other discussion forums to establish a dialogue on monitoring and evaluation results (recommendations/ lessons learned/ feedback) and issues and ensure linkages with planning frameworks.
Contribute to reports, analyse findings and assist in the development of recommendations.
Ensure accurate and timely information is available to senior management and the Communications team.
Apply the performance-based funding (PBF), Value for money (VfM) methodology in assigned grants, in collaboration with the program focal.
Education/Experience/Language requirements
a. Education
Master Degree preferably in public health evaluation, epidemiology, biostatistics, data science and relevant field is required
A Bachelor Degree with 2 additional years of relevant experience may be accepted in lieu of the Master Degree.
b. Work Experience
Minimum two years of relevant experience working with health program monitoring and evaluation is required.
Experience with successful development and implementation of an M&E system at the programme level is highly desirable.
Work experience in Maternal, Neonatal, and Child Health, HIV/AIDS, tuberculosis, and malaria, and Emergency Response projects is a must.
Experience in community health programming will be a strong asset
Excellent writing and analytical skills are required
Previous working experience with UNOPS Myanmar is an asset
Experience in the usage of computers and office software packages (e.g. MS Office newer versions, Google Suite Applications) is required.
c. Language Requirements:
Fluency in both English and Burmese is required.
