THE ROLE
To provide support to policy and programme activities that delivery of programme objectives and organizational priorities.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
Under the direct supervision of Head of Emergency Response, CBT and IDM and overall supervision by the Head of Programme, the incumbent will perform the following duties.
Responsible for overall programme management of emergency response, emergency preparedness and access activities – plan and design the programme activities, including planning outputs and resource requirements, together with relevant partners and beneficiaries, integrating cross-cutting themes such as PGAAP, M&E, CBT and IDM.
Manage the emergency response budget, verify the budget plan and expenses under the activity, monitor expenditures against outputs as the programme progresses.
Coordinate with the other operations support units (Budget and Programming, CP Management / Field Support and Supply Chain) to track resource availability for implementation of emergency response activities.
Engage in resource mobilization efforts for emergency response activities and coordinate with PCR unit for fundraising, reporting; (e.g. preparing proposals, raising funds, developing advocacy package)
Provide programme technical guidance and build capacities of WFP and Cooperating Partners’ staff on emergency programming, emergency preparedness and access.
Lead country office strategic discussions on integrating emergency response and emergency preparedness activities into partnership approaches with key donors/partners.
Support the design and roll-out of innovative approaches to improve effectiveness of emergency response, considering a resource constrained environment.
Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
Carry out the field visits to monitoremergency response programme outputs and outcomes to ensure that progress is made in the achievement of strategic outcomes.
Lead emergency response efforts, coordinating with local authorities and partners, conducting rapid assessments, and managing delivery and distribution.
Develop and manage partnerships with external partners including UN agencies, de facto authorities (where appropriate) and cooperating partners to effectively advance emergency response and emergency preparedness activities.
Lead the recruitment and development of individuals to the Emergency Response, EPR and Access programme teams, developing and maintaining a network of relevant experts at both Country Office and Field Offices. Manage the performance of the emergency response, emergency preparedness and accessteams.
Develop and regularly update SOPs and technical guidelines for natural disaster responses, ensuring they are easily accessible to all team members.
Represent WFP in strategically relevant internal and external forum (such as the Humanitarian Access working group, the Disaster Risk Reduction working group, Anticipatory Action Technical Core Group) contributing to discussions and decisions.
Implement workshops and training on humanitarian access and frontline negotiation. Monitor and report on access issues in operational areas.
Perform other related duties as required.
QUALIFICATIONS AND EXPERIENCE
Education: Advanced University Degree in international relations, political or economic science, business administration, or other relevant academic areas.
Technical skills: Proficiency in using Microsoft Office Suite (Word, Excel, PowerPoint) and other relevant software.
Desired experience for entry into the role:
At least threeyears of postgraduate professional experience in programme implementation and project management. Experience in humanitarian or development settings is an asset, including designing, implementing and managing humanitarian activities, institutional partnerships, and relationships with key local stakeholders.
Language:Fluency in both oral and written English and Myanmar.
Critical Success Factors:Strong project management expertise; leadership and team management experience; Sound judgment, critical reflection skills, resourcefulness, and initiative; strong networking and management of diverse stakeholders; Ability to communicate clearly both orally and in writing. Ability to work with minimum of supervision; to supervise and train support staff; and be willing to travel and to work effectively with people of different national and cultural backgrounds.
